After seeing Pope, Biden wraps up ?soft power? trip to Rome

Vice President Joe Biden (L) is greeted by Pope Francis in Saint Peter's Basilica after??Vice President Joe Biden didn?t return from Rome with a new treaty, or any major public agreement to pursue a common foe or a common purpose. If there was a peacemaking push, it was in the sometimes difficult relationship between President Barack Obama?s administration and the Catholic Church. And the main headline didn?t even need to include him: ?Pope Francis celebrates installation mass.?

But one thing Biden did during his whirlwind visit to Rome?not even 48 hours on the ground?was highlight American prestige and the symbolism of U.S. global leadership, crucial but hard-to-measure sources of ?soft power? influence in world affairs.

Sure, there were a couple of what the media has come to describe as ?Biden being Biden? moments (a label his communications staff has tried to appropriate). At a time when partisan Washington feuds over painful spending cuts known as sequestration, Biden joked that sequestered Cardinals who speedily picked a new pope had proven more decisive than, say, partisan Washington.

?I didn?t realize you?d arrange for a new pope so quickly,? Biden said to Italian President Giorgio Napolitano as they met in the Quirinale Palace.

"They are quicker than Italian politics," Napolitano replied in English.

"They're quicker than American politics," the vice president said with a grin.

And he quipped that he had to attend an evening reception with American cardinals ?or I?ll lose my soul." (Oh, for pete?s sake, it was a joke, though perhaps one given an edge by the aforementioned tensions between Church and State.)

So what did Biden bring to Europe, apart from a fleet of black vehicles with ?Taxation Without Representation? license plates, a small army of Secret Service agents, a phalanx of staff, and a letter from Obama to the new pope (contents unknown)?

First, prestige. Lyndon Johnson may have disparaged the vice presidency as worth roughly a "bucket of warm [censored]," but news stories about Pope Francis?s installation mass invariably mentioned Biden among the guests who had come to (figuratively?) kiss the ring. Yes, it goes both ways?Biden?s presence affirmed the Vatican?s power in world affairs (and domestic U.S. politics) even as it showcased the importance of American support for the venerable institution.

Second?let?s call it ?relations maintenance.? We won?t know for months, if ever, what impact Biden?s conversations with Italy?s president and outgoing prime minister about the state of European financial affairs will have.

But Italy is an important ally. (Do you care about the Sept. 11 2012 attack on the American compound in Benghazi? Then you care about U.S.-Italian relations. Italy maintains a potent intelligence presence in North Africa, and notably in Libya, a former colony.) And with Europe struggling to climb out of its financial crisis, Italy?s troubled economy worries officials in Washington?especially when coupled with its political dysfunction (though Italians might say the same about the American economy).

And the Vatican has traditionally played an important role in world affairs.

Perhaps only foreign policy nerds (guilty!) will note that Kosovo Prime Minister Hashim Thaci?s meeting with Biden on Monday was unveiled at the last minute, after the announcement that the vice president would meet with Serbian President Tomislav Nikolic. (Kosovo won its independence from Serbia thanks in large part to NATO military help.)

As for that meeting with Nikolic? Biden?s office said the vice president highlighted ?our desire for a deeper partnership in the years ahead??but also better relations with Kosovo.

?The vice president continues to encourage both Serbia and Kosovo to take the steps necessary to normalize relations to advance their European integration and to ensure a more secure and prosperous future for the people of both countries,? Biden?s office said.

The vice president also met with Polish President Bronislaw Komorowski, notably thanking Warsaw for ?its agreement to host planned Missile Defense assets.? (Yup, ?Missile Defense? capitalized in the statement from Biden?s office.)

Biden?s office didn?t say it, but the meetings with leaders of Serbia and Poland came at a time when Washington is worriedly watching relations with Russia.

The only controversy in Rome may come from the fact that Biden and House Democratic Minority Leader Nancy Pelosi, both Catholics who have defended access to abortion, took Communion. Conservative Catholics have condemned that in the past.Vice President Joe Biden gestures while entering to meet Italy's President Giorgio Napolitano at the Quirinale??

What will come of Biden?s trip? Maybe a few photos from Pope Francis? installation mass, and the official receiving line. Maybe a couple of allies reassured about the degree to which Washington values them. Maybe a better sense of just how bad things might get in Europe before they get better. Maybe a little push to Serbia and Kosovo to make nice. A reaffirmation that the United States still dominates world affairs despite China?s assertive rise. Nothing dramatic, though, at least in the short term. Just the grind of American diplomacy.

Just Biden being Biden.

What is Technology Doing to Your Children's Friendships? | Dr. Jim ...

As your children develop and enter the social world outside of your home, their peers? importance to them will grow. In fact, as your children progress through high school, their peer group will exert a sometimes dismayingly great influence over them as you feel your own relationship with them diminish. Basically, being accepted and liked by their peers and having friends becomes a central part of their self-identity. That pursuit of friendship has been dramatically altered by new technology.

At one level, social networking has been a boon to offline friendships. Friends can stay in regular contact, share ideas, feelings, and experiences in real time without the barriers of distance or time that used to limit them. Cyberspace has become to the only place to hang out for a generation of children whose parents are too afraid to allow them to ?roam free range.?

Additionally, social media affords children the opportunity to practice communication skills, gain confidence in social interactions, and build friendships with the greater comfort that comes with mediated relationships. ?Social networking also allows children to express themselves in different ways and gauge the reactions of others. There is some evidence that the more time young people spend on social media, the more ?virtual empathy? they?re able to express, meaning they?re able to express concern for others through text messages and social media posts . So, in some ways, online technology has extended the meaning and range of friendships in a positive direction.

Yet, the immersion in technology that is simply life as they know it for digital natives is having an even greater impact on how children view friendships than the benefits I just described. This influence may make the costs outweigh the advantages (you have to be the judge). When you look at how technology has changed the definition and meaning of friendships to children, you?ll notice several things that place online friendships in a different sphere than face-to-face friendships. Whereas, in the physical world, the word friend is a noun and a condition (?a friend?), in cyberspace it?s a verb and an action (?to friend?). The development of conventional friendships is an incremental process that involves deepening stages of shared communication, trust, and openness. On line, friends are made in the click of a mouse, unilaterally, and with little or no communication between the ?friends.? Old-school friendships are private, online friendships are decidedly public.

There is one quality in particular that signifies what is perhaps most stark distinction between traditional and online friendships, namely, the former is about the quality of relationships and the latter is often about the quantity of relationships. In real life, the goal is to have a few really good friends. With social media, the goal?which is obviously in the best interests of the social networking sites?is to accumulate as many so-called friends as possible. The message that children who spend a great deal of time in these forms of social media is that quantity trumps quality. So children may come to value friendships in terms of numbers rather than depth.

Technology has also created another term in the lexicon of friendships, namely, ?defriending.? Losing a friend in real life is often, but not always difficult. Sometimes, friendships fade away with time and absence of contact and the impact on children tends to be minimal. Other times, there is a conflict that precipitates the end of a friendship. In this case, though there may be ill feelings, the break-up is private, there are clear reasons for it, and both children had an understanding and perhaps some control over what happened. In contrast, so-called defriending that occurs through social media can be more painful than losing friends in the real world because it?s usually abrupt (a click of a mouse), unexplained, and may be public. Defriending through social media can also be crueler because of the distance and disconnect that technology provides during a conflict. Children tend to be nicer when face to face because they see the impact of their rejection on their friend and, thankfully, most children don?t like to hurt others. Do you remember the saying from the 1979 film, Alien? ?In space, no one can hear you scream.? Well, in today?s connected world, that could be modified to ?In cyberspace, no one can hear you scream.?

With this constant exposure to these messages from technology about what friendships are, a concern is whether those messages will begin to shape how children approach, create, and maintain relationships off line. A follow-up concern is, if this is the case, what are the ramifications of these altered perceptions and experiences of friendships on children?s future friendships and the role of friendships in our increasingly technologically mediated culture. Unfortunately, if these concerns are legitimate, by the time we find out, it will be too late.

Low incidence of venous insufficiency in multiple sclerosis

Mar. 7, 2013 ? Results of a study using several imaging methods showed that CCSVI (chronic cerebrospinal venous insufficiency) occurs at a low rate in both people with multiple sclerosis (MS) and non-MS volunteers, contrary to some previous studies.

The research by an interdisciplinary team at The University of Texas Health Science Center at Houston (UTHealth) was published in a recent early online edition of the Annals of Neurology.

"Our results in this phase of the study suggest that findings in the major veins that drain the brain consistent with CCSVI are uncommon in individuals with MS and quite similar to those found in our non-MS volunteers," said Jerry Wolinsky, M.D., principal investigator and the Bartels Family and Opal C. Rankin Professor of Neurology at The UTHealth Medical School. "This makes it very unlikely that CCSVI could be the cause of MS, or contribute in an important manner to how the disease can worsen over time." Wolinsky is also a member of the faculty of The University of Texas Graduate School of Biomedical Sciences at Houston and director of the UTHealth MS Research Group.

CCSVI has been described by Italian neurosurgeon Paolo Zamboni, M.D., as a new disorder in which veins draining the central nervous system are abnormal. Zamboni's published research linked CCSVI to MS. Not all researchers have been able to duplicate his results.

UTHealth was one of three institutions in the United States to receive an initial grant to study CCSVI in multiple sclerosis (MS). The grant was part of a $2.3 million joint commitment from the National MS Society and the MS Society of Canada.

The UTHealth team tested several imaging methods including ultrasound, magnetic resonance imaging with an intravenous contrast agent, and direct radiologic investigation of the major veins by direct injection of veins with radio-opaque contrast. The goal was to validate a consistent, reliable diagnostic approach for CCSVI, determine whether CCSVI was specific to MS and if CCSVI contributed to disease activity.

The team was blinded to the participant's diagnosis throughout the study. Doppler ultrasound was used to investigate venous drainage in 276 people with and without MS. Using the criteria described by Zamboni for the diagnosis of CCVSI, UTHealth researchers found less prevalence of CCVSI than in some previous studies and no statistical difference between those with MS and those without MS. Detailed experience with the other imaging approaches are being readied for publication.

Multiple sclerosis is an unpredictable, often disabling disease of the central nervous system, interrupting the flow of information within the brain and from the brain to the body. It affects more than 400,000 people in the United States and 2.1 million in the world.

Cohen, M.D., professor and chief of Vascular Interventional Radiology; Andrew Barreto, M.D, assistant professor of neurology and director of the neurosonography laboratory; Larry Kramer, M.D., professor of diagnostic and interventional imaging and chief of Cardiovascular MRI; Ponnada Narayana, Ph.D., professor of diagnostic and interventional imaging and director of the MR Research Group; Staley A. Brod, M.D., professor of neurology; John W. Lindsey, professor of neurology; and Flavia Nelson, associate professor of neurology.
